Which makes longer videos — Veo or Hailuo?
Hailuo. Veo goes up to 8 seconds at a time, Hailuo — up to 10 seconds. Anything longer is made from several clips stitched together afterwards.

These are the two ends of the video range here. Veo offers the highest resolution and accepts the longest prompt; Hailuo works at the lowest resolutions and costs the least per second. The interesting part is that Hailuo makes a longer clip than Veo — see the “Longest clip at once” row. So the more expensive one doesn't win on everything.
The price in credits is per SECOND of video and is shown on the “Generate” button before every run. The “Five seconds cost” row below is the same price multiplied by five.

Veo is the model whose frame holds up in a close-up. High resolution means that when editing you can crop part of the frame and enlarge it without the image falling apart — something that is impossible at low resolution.
Veo accepts a long prompt. A complex scene with clothing, props, light and camera movement goes in all at once, instead of being squeezed down to the essentials.
For image-to-video, Veo has a mode with several reference photos — the same person or product from several angles, so they stay recognizable in the frame.
Hailuo costs little and makes a clip longer than Veo's. That's not a minor detail: if the script needs ten seconds, Veo will make you stitch them together, while Hailuo makes them in one go and cheaper.
Hailuo is a single model with no settings to choose from. When the goal is to see whether the idea works at all, having no choice is an advantage, not a drawback.
With a price per second, the cheap model means more takes. And with AI video, the number of takes often matters more than the quality of the model — the right shot is found by trying.
Where Veo loses. It makes the shortest clip in this pair. You pay for the highest resolution and get fewer seconds than from the cheap model — that's a real trade-off, not a marketing nuance. Veo also has few variants, meaning there is no cheap mode for tests.
Where Hailuo loses. Its resolution is the lowest here and shows everywhere except on a phone strip. It also has no negative prompt for image-to-video, so you can't rule out the typical defects in advance.
If the shot will be viewed up close — Veo, without hesitation. If the shot will go into a feed and be replaced in a week — Hailuo, and the money saved goes into more takes.
The middle road goes through Kling or Seedance: both brands have steps between cheap and expensive, which this pair doesn't have.

Veo offers 720p, 1080p, 4k. Hailuo offers 512P, 768P. A higher resolution costs more credits for the same length.

Yes, in this pair that's exactly the case — see the “Longest clip at once” row in the table. Length and resolution are separate characteristics and don't go together.
When the shot will be cropped and enlarged in editing, viewed on a big screen, or used in material that will stay in use for more than a few weeks.
Run the idea on Hailuo first. If the shot doesn't work as an idea, high resolution won't save it; if it works, repeat it on Veo.
